Support parents willing to work by making their earnings tax-free for the time their children are attending childcare.

Many parents struggle to stay in work under existing arrangements, which has implications for recruitment and retention.

To support parents to continue working and be able to afford to pay childcare cost, and so support nurseries to continue providing childcare services. This could also help reduce the number of people claiming benefits when they are capable of working.
