Petition Remove need for LBC for external energy improvements to Grade 2 buildings
The need for Listed Building Consent (LBC) is often a barrier to the installation of solar panels, multi-glazed glass, heat pumps and solar water heating.
More details
LBC can increase cost, complexity and may result in denial of improvements. We believe this barrier should be removed for Grade 2 listed buildings to support net zero.
Net Zero is a flagship policy that we think should be open to all households. Listed Building Consent for energy efficiency installations places an additional barrier for many thousands of buildings. We believe that the LBC need prioritises character over function and modern initiatives. Whilst we accept the need to maintain the historic environment, we consider this is currently at the expense of essential energy/net zero requirements. Additional cost as result of LBC requirements (type, style, material) can be a barrier to owners.
