You disarm me by limiting this form's characters but the legal basis of this is in the Justices of the peace act 1997 & carried over to the Courts act 2003 & IS in fact the right to petition basis of appeal itself. Every commission of council chairman who makes any order or instrument does so as a Justice of the Peace. Synonymous with chairman of a commission. Notify Kirklees Council to annul the statutory instrument immediately now, pending 6 month run of this petition to collect peer Judgment.
