Closed Reopen applications for XL Bully dog certificate of exemption

We would like the XL Bully certificate of exemption process to be reopened for applications from people who couldn't get their XL Bully dogs exempted within the first exemption period.

Many people were unable to make their XL Bully dog exempt before the deadline, due to lack of funds or knowledge of the situation at the time. We would like it to be reopened because there are a huge number of XL Bully dogs that weren't exempted at the time of the first process and there are still thousands of people's family pets that we believe still need to be made exempt.
