Petition Introduce requirements for training, insurance and clothing for cyclists

We want it to be compulsory for cyclists to:

- have insurance, like for motor vehicles
- wear protective and reflective clothing
- have basic training, especially around lights, busy roads and LGVs

We believe change is needed for the safety of the cyclists and other road users, especially now electric bikes are used more.
