Rejected petition All dogs to be kept on lead, when walking in public. Exemption for working dogs

90% of reactive dogs are that way after being attacked or pestered by an off lead dog.

Owners with an on lead dog, are being responsible trying hard to keep their dogs away from others, and should be protected from any form of punishment, due to a fight occurring due to an off lead dog.
