Create a national id scheme with the following properties:
- Optional & Opt In; ensure those without are not unduly restricted.
- ID recognised across all Government systems.
- Minimum required information retrieval (i.e. "Is this person over 18?" vs "What's this person's age").
- Open but Secure API; users say who can access what personal data.
- Available to other nationalities (e.g. will identify them as a non-UK citizen, but allows them to benefit if travelling or interacting with UK businesses/systems).
- Federated (e.g. ensure services can communicate with other nations' ID providers, and vice versa).

A scheme such as this already exists in Estonia:
