Expand eligibility criteria for the Boiler Upgrade Scheme (BUS) to include those in Shared Ownership (SO) and Social Housing (SH).
Shared owners are responsible for property maintenance, including heating systems, but excluded from the BUS and cheaper energy bills. We think this is unreasonable.
The Department for Energy Security and Net Zero said that this scheme is designed to target the 'able to pay' market, but it excludes SO and SH tenants. Many shared owners may be priced out of the market by lending and affordability criteria, but retain a reasonable disposable income.
For a 2-bed semi-detached house, a heat pump can be installed from as little as £500 after the BUS. There are many in SH and SO who could afford £500 to unlock cheaper energy bills in the future.
