Closed petition: Create an ombudsman for online trading

We think the Government should set up an ombudsman to oversee consumers' reports about their experience on goods purchased online.
The ombudsman should have enforcement authority and able to take the necessary action for non-compliance based on consumers' statutory rights, and powers to ban the traders' portal from trading in the UK.
There is a pattern I observed with traders based overseas, who fail to accept returns of goods or fail to deliver, whilst they consistently fail to refund customers' money, thus we end up with no item and no money.
Currently, there is No enforcement body to tackle this, and if necessary ban a merchant's portal from trading in the UK if they notoriously fail to abide to statutory consumers' rights.
