Issue badges similar to blue badges that are issued with an expiry date of 5 years old of the child

There are not enough parking bays in most car parks for cars with young children in them. But many of these spaces are used by anyone and make it extremely difficult for a genuine user to find spaces.

You should be able to get a "blue style" badge with an expiry date of child turning 5. Only people having these in their car may park in the spaces. Those who do not should be subject to fines and rules, the same as blue badge holders
