Rejected petition: To enforce a clean air scheme in Greater Manchester (school project)

We would like a clean air scheme like ULEZ/Congestion Charge operating in Greater Manchester which currently does not have one.
We would like to see this change because it has seen great success in London with 97% of cars now being ULEZ - compliant, allowing for an improved environment, and for the money to be reinvested into society.
