Not walking and socialising dogs is a huge issue. They can get aggressive, have to be hidden away from all visitors, especially children. It's also cruel and stressful for the dog.

In 2018, the Government published a code of practice for the welfare of dogs which sets out practical guidance to help dog owners' comply with the provisions of Section 9 of the Animal Welfare Act 2006. Compliance with the code can be taken into account when considering animal welfare offences. The government also has powers under the Animal Welfare Act 2006 to introduce regulations for “promoting the welfare of animals”.
