Ban the buying and selling of cats and dogs. This could ultimately close down businesses that breed cats and dogs.
Therefore, female cats and dogs would not have to go through regular pregnancy and labour - only to lose their children. As a result of breeding, most shelters are overpopulated, and even healthy cats and dogs are regularly euthanised - if they are not adopted, due to a lack of space, resources or money.
