Rejected petition Headlights to be mandatory when driving in Winter or poor weather conditions
All too often, people rely on their cars Auto function for Headlights and unfortunately poor visibility in the daytime, does not activate dipped beams. Cars are then almost invisible from behind (no rear lights) when driving in wet conditions and are at risk of causing a collision.

Make it mandatory for all road users to use dipped beams (applied manually, overriding the auto function) during the day throughout Autumn, Winter and daytime driving any time of the year in poor weather conditions. Day driving lights aren’t nearly enough to make you visible and overriding them is forgotten about. Points applied or a fine for non compliance.

The highway code says, "You must use headlights when visibility is seriously reduced", with 'seriously reduced' defined as when you are able to see less than 100m in front of you. This means they should be turned on at night-time and during bad weather.
