Make it a legal requirement for cyclists to stay at least 2 metres away from pedestrians and horse riders, whether on roads, bridleways or so-called 'shared spaces'.
Make it an offence for a cyclist to ride any closer than 2 metres, punishable by fixed penalty and repeat offenders banned from cycling.
The Highway Code requires drivers of motor vehicles to be no less than 2 metres from pedestrians and horse riders, and 1.5 metres from cyclists when on the roads, but no such rule applies to cyclists. We think this means cyclists can ride dangerously close to pedestrians and horse riders. We also feel that the rise of 'shared spaces' where cyclists can ride close to pedestrians, often at great speed and without prioritising them, this has become a dangerous issue. We believe that applying the rules to cyclists could help this problem.
