Abolish existing internal misconduct processes and establish an independent body to investigate all misconduct in public and emergency services.
Require all public & Emergency Services to have external non biased Whistleblowing workshops.

We think public and emergency services — including the police, NHS, fire services, and local authorities — must be held to the highest standards. When those standards are broken, the public deserves real accountability. But right now, when serious misconduct or failures occur, these services may be allowed to investigate themselves. We think this is not justice.
