Petition Licence the sale of Class F3 and above fireworks & only allow sales at set times

I'd like the Government to bring in legislation to license the sale of the bigger classes of fireworks and only allow sale of the bigger fireworks at specific times ( Bonfire Night, Xmas, Dewali ect) to stop the anti social use of the bigger fireworks that continues all year around
