Currently, strict parking regulations, including restrictions on parking in double yellow-lined areas, hamper the ability of emergency volunteers to access locations quickly. This can cause precious minutes to be lost in situations where every second counts. While regulations are foundational to maintaining public order and safety, there should be exceptions for those whose work can potentially save lives. Evidence shows that parking difficulties severely hinder emergency response times.

Under the Traffic Signs Regulations and General Directions 2002, a vehicle being used for ambulance purposes may park in restriced areas. In an emergency, ambulances can already park in double yellow-lined areas without being subject to fixed penalty notices. However this does not apply when an ambulance is parked and it is not being used in an emergency situations.
