Research shows that sufficient out-of-cell time is essential for mental health, rehabilitation, and reducing reoffending. Currently, time spent outside the cell varies between prisons, leaving some prisoners confined for most of the day. By establishing a statutory minimum, we believe the government can protect prisoners’ wellbeing and support rehabilitation. We urge Parliament to take action to amend the law so that all prisoners are entitled to at least two hours out-of-cell time daily.
