Rejected petition: Make the housing laws like Scotland, once an offer is accepted they complete

Make it so the sellers need to provide an upfront survey and valuation details but once an offer has been accepted then the buyers need to go through to completion. This will cut down people planning on wasting time and buyers who ghost without anything coming back to them.
This would cut out a lot of people with the housing market and make sure people want to buy the house they are bidding on. They should be financially tied into to exchange contracts once the price has been agreed.
