Rejected petition: Turn all pubs into cafe’s/coffee shops once alcohol is banned

I want the government or parliament, once they’ve banned alcohol, said in a previous petition, to turn all places that sell alcohol into a caffe/coffee shop that doesn’t sell alcohol, even if it is right next to an existing caffe/coffee shop.
I want the government or parliament to do it because if there are no pubs anywhere, it will encourage them not to drink alcohol.
