Rejected petition: Stop all fireworks sold to shops and only used on organised displays

Government to intervene and create a new law that states only organised displays can obtain fireworks.
The cruelty to animals when loud fireworks are set off close to people’s houses causes them to become tortured and frightened. If on an organised display area hopefully away from houses etc would ensure no hurt was encountered by the animals.
Why was this petition rejected?
