Rejected petition Have ALL dogs on lead in public, with a muzzle

Consider all dogs In public to be put on a lead. Most dogs I have encountered come very close and start barking up next to me and one even tried to attack a child in the park in front of me. Owners always say the dog is nice. People have anxiety going for walks.

For the safety of public and children. I want to be able to go for a walk in the park without being afraid of getting bitten by a dog. And alot of them show aggressive tendencies. And their owners always downplay how aggressive their dog is or in denial. Please can we have them on a lead at least.
