Legalise the use of E Scooters for use in cycle lanes, roads where applicable. Have insurance and a database like that the DVLA. Ensure people wear helmets like those who ride a moped or motorbike on roads.

This will lower pollution as people will seek greener ways of traveling.
By having insurance like any other motor vehicle will ensure people will comply with regulations set. And having registration like other motor vehicles. Will make it easier to enforce and ensure people will comply.
Wearing helmets on roads will ensure the safety of those riding them.
