Rejected petition: Stop unlicenced use of fireworks of any kind and near residential areas

Ban the use of fireworks of any kind without a licence and the use of them near residential areas.
This is because there are elderly individuals who get frightened, babies, war refugees, veterans and pets. The loud noises could (and have) led to the listed individuals (and animals) to have heart attacks.
Why was this petition rejected?
There’s already a petition about this issue. We cannot accept a new petition when we already have one about a very similar issue.
