Open petition: Revise the eVED Taxation on Plug-in Hybrid Vehicles (PHEVs)

We call on the Government to revise the proposed eVED charge to prevent 'unfair' double taxation. PHEV drivers pay a flat 1.5p/mile even on petrol miles, where they already pay 53.95p/L fuel duty. We believe this discriminates against those who adopted hybrids in good faith to reduce emissions.

We request specific revisions to the PHEV eVED:
1. "Fuel Duty Credit": Allow owners to offset pump duty against their eVED bill.
2. Exempt Non-Electric Miles: Use onboard tech to apply eVED only to zero-emission miles.
3. Adjust the Rate: Reduce the 1.5p PHEV rate for short-range vehicles (e.g., 20-30 miles).
4. "Grandfathering Protection": Exempt existing PHEV owners - early adopters - from the new charge.
We believe these changes would ensure fairness for those who invested in transitional green technology.
