We call on the Government to publish a final decision in 2026 on the future of the 10% sales commission charged to park home residents.

Over a decade of delay in Governments making a decision on this matter leaves older and vulnerable homeowners unable to plan their finances, move home, or pass on assets.

We urge the Government to:
Publish a clear decision in 2026 on whether the 10% commission will remain, be reduced, or be abolished
Set out a timetable for any legislative changes
Explain how consultation evidence has been assessed
Park home residents deserve certainty, fairness, and action, not more delay.

    The government has already confirmed that it will publish a summary of responses to the Call for Evidence and set out its final position by the end of 2026.

    The government recognise that there are longstanding concerns about the requirement to pay site owners a commission upon sale of a park home.

    In 2021, the previous government funded research from the University of Liverpool and Sheffield Hallam University to assess what impact there might be on both residents and site owners if there was a change to the commission rate. The final report, which can be found on gov.uk here, was published in June 2022 and made four recommendations, including that more work was required to explore and clarify the rationale for the commission.

    In March 2026, this government published a 12-week Call for Evidence, which can be found on gov.uk here, regarding the rationale for the commission paid when a park home is sold. This information will help the government to make an evidence-based decision about the future of the commission payment. The Call for Evidence closed on 29 May. We are currently analysing the feedback received and will publish our response in due course.

    In April 2026, the government confirmed that it will set out its position on the commission payment by the end of 2026.
