The Government should introduce primary legislation to replace long-term use of hotels for asylum seeker accommodation with a risk-based processing system. This should include rapid individual assessment, time-limited decisions, differentiated accommodation based on risk and vulnerability, and designated UK-controlled processing facilities for cases with unresolved identity or security concerns, subject to judicial oversight.
