Current legislation permits delivery riders to ride for reward on just a CBT. Repeated renewals every 2 years from those who make livelihoods from delivery riding place strain on CBT centres, where places could be better used to start other people riding motorcycles instead of solo car use, reducing congestion and emissions.

These "professional riders" should be properly licensed and held to higher standards, similar to Blood Bike organisations.
