We want registered keepers to be held responsible for hit and runs if the driver fails to admit liability.

The registered keeper is held responsible for most things including parking tickets, maintaining the vehicle, insuring and taxing. To avoid unnecessary stress, eliminate blaming and for responsibility to be taken, I believe this will have a significant change so in the event of a hit & run, the registered keeper is held responsible.
