Rejected petition: Allow the building and riding of mountain bike trails

I live near to thurstaston woods and I have recently been shocked to find out they’re fining people for riding and building the trails there due to SSSI because of apparent rare species of birds and plants which many of us who ride there have never seen
Why was this petition rejected?
It’s not clear what the petition is asking the UK Government or Parliament to do.
