Create a registry for those convicted of Section 4 animal welfare offences.
This would be disclosable on a DBS check. This register should also be checked when a Claires Law disclosure is being considered.

Causing unnecessary suffering to animals is precursor to other violent offences. Having a disclosable register would allow the police, housing, agencies and employers to include this information in any risk assessment they are making regarding an individual.

This would also protect animals from further harm. Those convicted of offences and who have received banning orders can still live in the same household as family pets. This is not classed as a breach of that court order.
