Everyone who has a dog should have a license to avoid dogs being injured and/or dying through neglect or mistreatment.

Dogs are being bred on mass for profit and not cared for or terminated as they are an inconvenience. Owners having licenses will prevent this. It'll also make it easier to locate missing dogs.
