The threshold for EHC needs assessments would rise, leaving children without the support they need. Individual Support Plans lack legal enforceability, leaving families with limited recourse if they disagree or support isn’t delivered. Proposals weaken SEND Tribunal powers, reducing independent routes to challenge decisions and secure appropriate provision.
