CMS should review case by case not just brandishing every family as the same.
Without any court orders, the recieving parent should not be able to stop all contact. This is enabling the receiving parent to have more in payments. Parent alienation is extremely damaging to children. The list goes on

The Child Maintenance Service: Making it unaffordable to work, while incentivising parental alienation and allowing abuse of the paying parent.

• Enabling and encouraging Parent Alienation to maximise child maintenance.
• Not all children paid equally. If you have a child living with you, that child receives a lot less a month.
• Paying parents at higher risk of suicide.
• Paying parent being emotionally and psychologically abused.
