Brighton & Hove City Council to partner with local bus operators to introduce discounted bus fares for residents who hold a National Disability Card but do not qualify for the English National Concessionary Travel Scheme (ENCTS) free bus pass.
Conditions involving chronic pain, mental health difficulties, neurodivergence, or fluctuating illnesses often fail to meet standard mobility assessments. Despite this, these individuals still face reduced earning capacity, higher living costs, and severe barriers to community integration.
The National Disability Card is an established, verified proof of disability in the UK. By expanding local travel concessions to include National Disability Card holders—mirroring the existing Carers' Card
