Create a confidential animal abuse safeguarding database accessible only to authorised professionals, such as vets and rescue centres, allowing concerns about convicted animal abusers to be raised with the RSPCA or police to help prevent repeat offences and protect animal welfare.
The current system for preventing animal abuse is not strong enough, as people convicted of cruelty can still obtain animals through private sales or rescue centres. This puts more animals at risk. The Government should create a confidential safeguarding database for vets, rescues, and authorities to raise concerns with the RSPCA or police and prevent repeat offences.
