Laws should ensure freeholders, managing agents and estate management companies provide itemised accounts, supporting documents and estimate breakdowns with service charge demands, within fixed legal deadlines and with penalties for non-compliance

Leaseholders and homeowners often pay service charges for management, insurance, repairs, maintenance, reserve funds, utilities, security, concierge services, shared facilities and major works without clear evidence of how costs have been calculated, allocated or approved. We believe service charge demands should always include itemised accounts or estimate breakdowns, invoices, contracts, tender evidence and commission details, within fixed legal deadlines and backed by penalties for non-compliance.
