Proposing an age limit based on school year, all of those born within the year are all legally considered adults when they reach 18 years.

The adult age limit in the uk is unfair and I am proposing a school year or birth year age to be legally considered an adult. I believe that it is unfair that everyone is made to share the same educational, social burdens but not necessarily considered equally in the eyes of the law in this country. According to the age tier system already administered for the purchase of cigarettes.
