Rejected petition: Require that cyclists have to adhere to speed limits

Change the rule in the Highway Code so that cyclists must adhere to speed limits on the roads the same as all other vehicles.
At present cyclists do not have to adhere to speed limits. This means that they can overtake other vehicles in 20 mile an hour zones which are there to protect pedestrians. This is dangerous for both pedestrians and also for the cyclists themselves.
