Introduce a commission rate cap for private hire app companies at 15% of fare and 5% of surge. And capping customer surge rates at a maximum of 100%

This is to control the exploitive practices of private hire app companies where customers are continually being charged more and drivers are continually being paid less.

Taxi and private hire vehicle licensing and transport policy are devolved matters that the Scottish Government and Scottish Parliament are responsible for. That means that the UK Government and Parliament can't look into it.
