Rejected petition: Extend mandatory car park grace periods from 10 to 15 minutes

ANPR cameras log vehicles upon entry, but finding spaces, reading terms, or dealing with broken pay machines takes time. A 10-minute limit is insufficient, especially for elderly and disabled drivers. Relying strictly on smartphone apps excludes motorists without smart devices or mobile signal.
We call on the UK Government to:
Mandate a 15-minute grace period across all ANPR car parks before issuing PCNs.
Require operators to maintain cash or physical card payment options alongside apps, ensuring drivers without smartphones or mobile connectivity are not penalised.
Enforce mandatory fine waivers when pay machines are broken.
Enforce compliance with the Equality Act 2010 by requiring reasonable operational adjustments for elderly and disabled motorists.
