Introduce vehicle-based car insurance so insurance covers the vehicle rather than individual drivers. This could reduce costs, simplify insurance, help tackle fraud, give young drivers more opportunities for supervised driving, and make sharing vehicles easier and safer across the UK for all today.

Vehicle-based insurance would insure the car instead of each individual driver. This could reduce premiums, simplify policies, help families and businesses share vehicles more easily, encourage supervised driving for younger motorists, and make insurance checks clearer. The Government should review systems used in other countries and consider whether this approach could improve affordability, reduce fraud and better protect honest drivers. while maintaining road safety and fair risk assessment.
