Coverage maps and phone indicators can show 4G or 5G while data, calls, maps and payments fail. Reliable mobile connectivity is essential for work, education, travel, public services & emergencies. Current coverage measures may not reflect congestion, indoor reception or performance at busy times.

We want the Government to set statutory minimum standards for speed, availability and latency when it comes to measuring mobile coverage, instead of measuring signal alone. We want the Government’s measurement of speed, availability and latency to be independently tested, and publish the results by operator and location.

As part of the standards, the Government should set and publish geographic targets, deadlines to align with the standards as well as for rural areas, transport routes & urban not-spots, and penalties for operators that miss them.
