Rejected petition: Require rental e-bikes and e-scooters to charge by distance rather than time
Rejected on
Require rental e-bike and e-scooter operators to charge by distance rather than time. Pay-per-minute pricing rewards riders for rushing and penalises those who stop at red lights or slow down in busy areas. Distance-based charging would encourage safer riding and improve safety for all road users.
Rental e-bikes and e-scooters are usually charged by the minute, meaning riders pay more when they stop at red lights, slow down in busy areas or take extra care. This creates a financial incentive to complete journeys as quickly as possible. I regularly see riders going through red lights and taking unnecessary risks around pedestrians, cyclists and drivers. Charging by distance would remove that incentive and make safer riding no more expensive than reckless riding.
