Require water companies to provide emergency drinking water to vulnerable people during significant supply outages, whether or not they were already on a Priority Services Register, including home delivery where they cannot reasonably collect water themselves.
Water companies operate Priority Services Registers, but vulnerable people may not know they exist, may struggle to register, or may only become vulnerable after an outage begins. During prolonged outages, older people, disabled people, those with medical needs and families with young children may be unable to reach or carry water from collection points. Access to essential drinking water should depend on need, not prior registration, with timely home delivery where necessary.

If the piped supply of water fails, water companies are already required to provide at least 10 litres of water per person per day to affected consumers within the first 24 hours, and maintain this until the piped supply is restored. They may do this by providing bottled water or through bowsers or stand pipes.
