Review legislation giving wheelchair users an enforceable right to designated spaces on buses and coaches, regardless of boarding order.

Passengers without a competing disability-related or extenuating need should be required to follow directions to move, share or fold belongings, with penalties for refusal

Right now, wheelchair users can be denied travel if another passenger refuses to make the wheelchair space available.

Access should not depend on goodwill. The law should require passengers without a competing disability-related need to move, reposition luggage or fold a buggy, and require drivers to take steps to enforce this. Genuine disability-related conflicts should be protected.
