We call on the Government to update the Access to Neighbouring Land Act 1992 so that property owners can gain reasonable, temporary access to neighbouring land, where access cannot reasonably be avoided, to install microgeneration technologies, such as solar panels, on their own property.

The Access to Neighbouring Land Act 1992 allows access for basic property repairs, but classes green retrofits like solar panels as "improvements". As a result, householders have no statutory right to temporary access, such as for essential scaffolding. Uncooperative neighbours can completely block renewable installations. To meet Net Zero goals and lower energy bills, the Government should seek to extend access rights to include green energy upgrades, with fair safeguards for property owners.
