Open Change UK law to recognise ownership of purchased digital products

Change UK consumer law to establish that consumers legally own the digital copies of digital products they purchase outright, rather than merely receiving a licence to use them.

More products are now sold online instead of as physical copies. When someone buys a physical product, they own the copy they bought, even though they do not own the copyright. Digital products can instead be sold as a licence, meaning the buyer may not legally own what they paid for and the publisher may be able to withdraw access under its terms. We believe buying a digital product outright should give the buyer ownership of that copy.
