We call on the Government to urgently review legal safeguards for those with mental health issues during police encounters, particularly after restraint. We want to see reform including mandatory safe handovers to hospitals and timely mental health interventions. This could be called Xavier’s Law.

This review should seek to recommend legal reforms to better protect mental-health patients following police restraint, ensuring accountability.
